The "fee" is a commission paid to the Ma Health Care Connector on
profitable independent operation, one that is being copied on a national level. The Connector gets paid for giving away subsidized
health plans, the care plans plus the plans sold on the choice side. Is it any wonder why small business isn't at the top of the list.
