Urge MA Labor Committee to Vote “No” on Anti-Staffing Bills

The Joint Committee on Labor and Workforce Development is poised to vote on three anti-staffing bills that, if passed, would greatly harm staffing firms doing business in Massachusetts.
ASA, MSA, and our lobbyists have been working with the legislature to mitigate the impact of these bills, but the Committee has scheduled a vote which could occur at any moment. Staffing firms in Committee members’ respective districts should call today to express their concerns with the bills and urge the members to vote no.
S. 680 and H. 1797 are temporary worker “right to know” bills that would require staffing firms to provide temporary workers with written notice of, among other things, the expected duration of the work to be performed, a job description, information on any health and safety hazards, and information regarding the staffing firm’s workers’ compensation carrier.
S. 1855 wouldimpose licensing or registration requirements, restrictions on advertising, new costs with respect to out-of-state temporary workers, and stringent inspection and document retention requirements, among other things.
For firms that assign thousands of workers per year in Massachusetts, attempting to satisfy these bills’ requirements would be cost-prohibitive and administratively difficult, if not impossible. This added cost would inevitably drive up the cost of staffing services, which in turn would lead to reduced demand for temporary employees and job loss.
